It was quite recently when Delhi Chief Minister Arvind Kejriwal announced to launch the Motor Vehicle Aggregator Scheme 2023. The peculiar thing about this scheme is that all public transport system will be based on electric vehicles.

It was on May 10, 2023 when Delhi CM Arvind Kejriwal announced to launch the Motor Vehicle Aggregate Scheme 2023. The upcoming scheme plan has already been forward to the LG for his approval.
If this scheme is launched, then it will be the first time when Delhi roads will be full of electric bikes and taxis.
Please note that Delhi Motor Vehicle Aggregator Scheme will manage or onboard a fleet of motor vehicles so as to connect public transport, e-commerce activity through electronic means.

Bike taxi service will be linked with Delhi Police
Regarding the new launch of the Delhi Motor Vehicle Aggregator Yojana 2023, the Delhi CM stated that it will improve the pathetic condition of Delhi’s pollution. In addition to this, it will also help safeguard the travelling experience of commuters.
Along with that all electric vehicles that are included in the public transport system will install a panic button which will be linked to the control room of 112 Delhi Police. Using this system, the required help can be provided when needed.
It will have another benefit in the sense that complaints received from passengers will be addressed on time in the Delhi Motor Vehicle Aggregator Scheme.
Also, a system will also be there to ensure the pollution control and permit of the electric vehicle. To maintain the system, required training will be provided to drivers.

As per Delhi government, there was a need to introduce a new public transport system which will comprise electric vehicles. The scheme will witness all commercial vehicles to convert into electric ones.

The government is expected to introduce this scheme in a period of 4 years time frame. It will therefore be applicable to the overall percentage of new vehicles joining the scheme.

Even before the implantation of Motor Vehicle Aggregator Scheme, all service providers are asked to convert their vehicles into electric. To make this scheme grow, it has been proposed that these companies have to enhance the number of electric vehicles in their mahapanchayat vehicles.
As per the official notification under the Delhi Motor Vehicle Aggregator Yojana 2023, the system of conversion of commercial vehicles into electric vehicles will start only after the notification.
It means 10% of two wheeler category registered under the companies taking the license in the next 6 months of the notification. And so, it will become a need to mainly keep 10% electric in 3-wheeler category along with 5% in 4-wheeler.
New employment opportunities will be available in Delhi under Delhi Motor Vehicle Aggregator Yojana.
As per the above scheme, the government will bring rented bike service under one umbrella. Earlier, bike taxi service was not allowed in Delhi. But with the implementation of this scheme, it will happen in Delhi.
The above scheme will also bring new employment opportunities. Under the Motor Vehicle Aggregator Scheme in Delhi, a new revolution in the form of bike taxis and two wheelers service will be started on Delhi roads.
As of now, only electric two wheelers are permitted to ply under this scheme. The above provision will be in line with the Delhi Electric Vehicle Policy 2020.
Discount on electric vehicles
At this time, you see that people don’t share their personal vehicles. But when the public transport system will become superior, most people will start using it instead of their own vehicles.
As per Delhi Electric Bike Taxi Service, the vehicle license fee for conventional vehicles will be higher as compared to an electric vehicle. As of now, the license fee for electric taxis can be zero.
As per the Delhi Motor Vehicle Aggregator Yojana 2023, the amount which will be recovered in the form of fines and license fees will be finally deposited in the State Electric Vehicle Fund.
Now, using the above fund, all kinds of electric vehicles will have to be used in different promotion activities.
